He's not going to suddenly see the error of his ways, if that's what you're hoping for as a solution... ?
It's up to you. If he's blatantly breaking the TOS then... I don't think you should feel bad about it. (Oh, and I'm not a doctor yet. Ask me again in 6 months and I'll tell you if anyone accepted me. )
His breaking of the TOS will catch up with him sooner or later. You should however not be affected by him anyway as it has no relevance on his ranking in the SERPS. Just focus on your own site so that you end up ranking higher in the SERPS and attract more visitors which will improve your own Adsense earnings. Just forget about what the other might or might not be earning as it makes no difference to you.

entirely depends on how that impacts your revenue. usualy i'm not into reporting people, but there are lot of competitors who would be willing to do lot nastier things to keep you out. click bombing on your adsense account, mass clicking on your adwords ads to drain your advertising budget, just to name a few. its just your call based on how you feel
If he sounds like a nice person who just got distracted and made a small error of judgment, leave him be, but if he's a nasty competitor (stealing content, using black hat SEO), report him, he has it coming! Reporting bad web sites is a service to all advertisers and publishers on the content network.
instead of reporting him to Google write a friendly email to your competitor and link directly to the TOS in violation to help your competitor. may be somewhere in your life or site you TOO may violate, have violated or may violate in future accidentally or whatever. doing as a.m. you may have a future friend for link exchange instead of having someone watching you and waiting for you to make a mistake yourself ..... we all make mistakes - it's just a matter of time to find one. I always contact the site in violation and if they continue - then its up to G to find and handle such problems, G earns enough to keep the market clean.
Yep report them to adsense, they will not take action in the first month but in the second one someone from google will do something.
