    Backlinks from quality web pages which already have a Pagerank value and low to no outbound links. Also, make sure your internal link structure is proper to allow internal Pagerank distributation to do it's job. Remember, the visual Pagerank value we can see is updated every 4 to 6 months, behind the scenes Pagerank is updating real-time as Googlebot crawls the net.

    Relevancy has nothing to do with the Pagerank algorithm, however it does with search results.
