i had same problem with the thread owner of below mentioned thread

    http://forums.digitalpoint.com/showthread.php?t=792996&highlight=baokychen

after job completed i provided him report of submission, but he filed issue with paypal. when i argued him he stated that he will remove that issue, but instead of removing he converted it into a claim, and also paypal had refunded that money from my account as i was unable to provide tracking information.

I mean how can i provide tracking information when there is no physical goods sent, the deal was to submit that guys article to 100 dirs and that i did. I mean to say that was service related transaction. How can paypal just refund money without knowing the whole issue???

However, today i mailed submission report to paypal and they refunded my 12$ :).

you can find the same with attachment.

The mods don't involved in member's businesses. Report this to Paypal support. BE DETAILED. Give them all the information, proofs, domain details, etc. you have.

And they may return the $$$, back to you.

Sorry to hear that you were scammed. I am always afraid something like this will happen to me too when I sell a site, it's a risk all of us deal with when selling websites and accepting payment via Paypal. The only problem is that Paypal is the norm when it comes to Payment Processing.

    1. The only advice I can offer you is to Contact your Hosting Provider (maybe the sites haven't changed nameservers yet? Who knows?)

    2. Contact the registrar of the Domain Names (where you regged them, Godaddy, Namecheap, etc)
Tell them what happened, maybe they will help you out (no promises here)

    3. Try providing some sort of Proof of Ownership to Paypal. I doubt they will side with you though. They rarely ever side with the seller. (which is absolutely ridiculous, why they are still in business is beyond me)

    4. Create a few new Proxy sites, and start over.

    5. Hire a hacker and hack your old sites to get back at the scammer... (I don't approve this, I have never done it, but hey, Revenge is Revenge ) ;)

Hope you can get over your loss. Be more careful next time. Use Moneybookers or another Online PP.

It doesn't look like he did a charge back, it looks like he used a stolen credit card. I have never had paypal put a hold on money because someone filed a claim. But if paypal thinks a stolen credit card was used they hold the funds until they review it then you either get the money or you don't. Did you get something telling you it was a chargeback? Did you recieve a an email from paypal asking for information on this transaction?

I'm glad you put his name out, maybe it will save someone else.

These people do not use a stolen CC. They use theirs and chargeback SAYING SOMEBODY USE THEIR CARD WITHOUT CONSENT...
ANd with Paypal, it works every single time...
It's so easy to do that with paypal: item and money back...all the time, evey time...

    Nothing can be done now.
But, here I see many people are blaming Paypal ? why is that ?
    What paypal can do?
Generally paypal gets this kind of compliant so they take action for this.

All is due to paypal. What paypal can do?? Paypal should not reverse any payments that are transacted once and they should have asked me b4 reversing payments to him..

Cybercrime department or whatever else do not exist. Even if you find something, nobody will help you, nor the police, nor anybody.
    The scammers ALWAYS win...

Sorry to hear about this mate :(!

You should always be careful when accepting Credit Cards as it just makes it easy to cancel the payment then or use eGold which stops any chargebacks!

He used a hacked Paypal account. When the original owner got his account back he opened a dispute.
