Nothing from Godaddy will give you what you need. There is no difference with a VPS or a Dedicated Server, both will need managing unless you pay them to do it for you. Your best bet would to just get a cheap dedicated server somewhere and pay someone to set it up for you.

It probably would, but GoDaddy would most likely suspend you for no reason, since you would be going past 256MB RAM most of the time.
Bigger providers are sometimes good, but not always. Go with a different provider. *hint* *hint* ^)

I wouldn't suggest going with them either, they oversell a lot.
Go with a known host, but at the same time, don't go with a extremely "big" host, also if they offer shared/reseller hosting, make sure they don't oversell a lot. Make sure it doesn't seem "too cheap" or you'll get horrible support/performance as they would overload their servers. (eg: 60GB Space, 600GB transfer, 1GB guaranteed RAM, 4GB burstable RAM, $19.99) Though, make sure it's not too expensive.
I don't exactly have any suggestions for providers (unless your gonna pick me ;), but that's just some advice.
There are many people offering what you need for much under $60

Well, it may but I suggest you go for a dedicated server... I can offer:

    Intel 2.4GHZ CPU
    80GB Hard disk
    512MB RAM
    1000GB Bandwidth (@ 100Mbits)
    LXAdmin control panel
$45 per month, or $55 per month with 1GB RAM

Tell me if this sounds good ;)

If you would prefer Godaddy though, I suggest you contact them and ask them about the CPU speed as it may not handle. :)
