Yes, this is normal. Paypal pays you after deducting their fees and if the fees is higher than what you get, you will receive nothing. At least they are better than the banks, in my case if the check payment is less than the fees, I will need to pay the bank the difference and get nothing.

You need to have personal account for small payments.
And as per paypal TOS, you ca have 2 paypal accounts
    1. Personal
    2. Premier or third option.

I think you need to open a personal account for payments $1 and below so the fees won't eat too much of your profits.

You cannot use the Personal account for Business deals. Personal account is only for personal use. Read the TOS.

With a premier account, you have fees, and if the amount you are getting is lower than the fees, you won't get anything.

Try payment processors like moneybookers- they charge you nothing, but will charge the sender.

I recommend only getting premier account for payments of $10 or if you are planning to get paid a ton via Credit Card.

For those who recommend to use the personal account for low dollar value, please make sure you read your contract with paypal again because that is simply prohibited.

No way, if you are making money using Paypal, you have to use a Premier or Business account. I also hope that you are not from Bangladesh because it is not a Paypal supported country and I am sure it is also not an eBay supported country. You might get your account limited by accessing from a non-supported country as it is against your contractual agreement with Paypal.

you should NEVER do any business in the range of such micro amounts!!
If you have anything of true value then you should charge accordingly - anything of such micro value you should give away for free OR trash, that would be finally be cheaper.

if you have such cheap items and place them on a free download page adding adsense you may get far more in adsense than such micro amounts with fees deducted plus your administration time wasted.

No, you give fees based on the dollar amount. I had to pay a lot more than 30 cents on my $100 received payment.

as far as i remember there is a MINIMUM flat fee PLUS %
hence for 100$ the total deduction is around 5$
for micro amount the minimum fee only applies
    and
paypal looses money on such micro amounts !! even if they charge 30 cents

paypal sucks, they take away a lot of fees and start suspending customers when they have too much transactions

PayPal is completely just, and is a great way to send money, you just need to follow their TOS. Without PayPal, I would be out of a job.
