    NeverBlue is among the best. Azoogle has the highest payout rates though. Nevertheless I prefer NB because of my charming affiliate manager :)

    You can try clickbooth,profitistic,affiliatebot,paydotcom,and many others who pays through paypal.
    Just Google the term"paypal paid affiliate programs" and you will get bunch of it. Mostly on the first page are reliable & trusted networks.

    It's unfortunate that Commission Junction doesn't pay by PayPal but they are great with International affiliates. Dark Blue also pays by PayPal as well as most other affiliate networks today. What kind of lead based / CPA - Cost Per Action offers are your looking for? Is your site incentivized or not? As most affiliate networks pay by PayPa, I can help more specifically with some information about what kind of traffic you are working with. Take care!
