1. Use geo-targeting in Google Webmasters Central, this tool is provided by Google to allow you to choose the geographical search results you want to appear in. 2. Register the ccTLD for the country\region your trying to rank in. 3. If possible get hosting service in that geo-graphical area.

Completely Agreed. And you cud do something for SEO purpose try to garget geo targeted keywords including country name, state name & city name. And you cud also try to get backlinks from the your targeted countries websites & directories. I hope that it wud work for u.
You can also add a KML (Keyhole Markup Language) file to your sitemap to indicate where your site is located. I agreed to. There is only country name is requires for targeting in local se, But there is no need of targeting keywords with city names and state names. Google will find automatically city name and state name from your content itself.
From my understanding, Local mean you are the one in one locality. If you pick uk I believe you can't target pk or elsewhere. How could be pk and uk be the same locality. it is just not logical. you know google don't like spam. so when they mean local they mean one place only.
The other thing noone mentioned is to look at the back links of other sites ranking well in your sites niche. Try to get links on those sites. Especially those at the top of the serps in your region.
Now the main problem comes in that you usually will have a dynamic page and that page will reference other dynamic pages to represent the information in your database. Usually search engines do not follow other dynamic pages from a dynamic page. Also all your content will look identical as they will have the same title and heading tags with the content from the database being different.
