The finishing touch in the title above is ANSWER.:DFor all of you who have worries about Paypal verification and withdrawal this post is for you.:)I believe in the adage when in doubt go straight to the resource. So here is the answer from the BIG and UNTOUCHABLE:p one to me.

    Thank you for contacting PayPal.

Hello, my name is Susan, and I will be happy to assist you. I understand
that you want to open a PayPal account and have some questions about
    that.

Congratulations! Let's take each question one by one:

    1. Yes, if you register for an account, until you add and verify a
credit card, the account is "unverified" status. That means you have a
    spending limit.

    2. To know your receiving and withdrawal limits, click "view limits" on
    your account overview page.

    3. Sending limits vary for customers and depend on past credit history
and other factors. To lift your spending limit, verify your credit card
as per steps indicated when you add your card.

    4. PayPal accepts the following credit cards: MasterCard, Visa,
Discover, and American Express. If epassporte virtual visa does not have
a verification code on the back (3 digits) it cannot be used. I
recommend a regular Visa card. You are mentioning Payoneer MasterCard.
Again, if that is a regular MasterCard with a verification number on the
back, you can use it to verify your account.

    4. You will be able to withdraw funds to a Visa card only, not a
    MasterCard at this time.

    5. You can request a check withdrawal and your check is sent via local
    postal service.

    6. Ask you bank whether they work with PayPal to know if they will
accept withdrawals to their accounts. Not all banks do.

I hope this is helpful. Thank you for choosing PayPal.

Please REFER your friends or noobs to this thread for CLARIFICATION instead of starting new ones!!!
