also if you happen to have a blog of some sort, blog about it or blog about some other sites as well and include the by line your name + site name. If the content is intresting, you will get visitors and natural backlinks and if the site owner even see your post about or referring to him, he will even put it up on his own site as well and thats another free link on reputable site.
My website is stuck at the moment at PR1. I regularly submit articles to directories, blog, comment and lots of other things we are supposed to do. My backlinks have decreased in the last couple of weeks.
backlinks alone will not make your site successful, you need content as well SEs look for that and if not good content, they drop some backlinks out
4 months is nothing. Wait a year and then some. ;-) Oh, and don't fret over pagerank. It is not required to receive Google traffic.

When building backlinks, don't focus on quantity. Focus on quality: exchange links with websites in your niche and that are related to the topic of your site. Once you have some quality links, also look to increase quantity through blog comments, article submission etc.
Are other websites likely to link to me as my site is only a PR1 ? Do I approach sites with a higher PR or doesn't it matter ? Thankyou.
Which site are you talking about? I visited the link of your last blog post and that was showing up as a PR3. I found just socializing with other bloggers helps and maybe participating in link exchanges with them.
