i want to say that when i have submitted my site in yahoo directory, then i will pay 299$, then if you know please suggest my sure my site listed or not if my site not listed then my money is back or not.

try to visit yahoo and look at the footer and you'll find submit your site button. by that you can follow the process!
Ignore Above..... This person is notriously posting useless posts in threads. Yahoo! is not a paid directory; however commercial sites are required to pay a $299.00 review fee. Now, any website can pay this review fee to get their site reviewed faster for possible inclusion into the directory. Paying the $299.00 fee does not mean your site will be accepted.
This has nothing to do with the OP, this is a Webmaster's tool for Yahoo! and completely different from their directory.
Yes go to the relevant category and you will find "Add Site" link on top of the category. Click on it and submit your website. But I suggest you, it will be useless. Go for yahoo paid submission.
