What is the reason for the limitation? Log on to your account and go to Resolution center and see what are the required steps to remove the limitation. And just follow them.

Any illegal activity from your account?

i just got a permanent "limited" account due to some semi-adult content that someone found in the forums of my website. I sent an appeal, they denied it, and so i have moved on and started using Google Checkout.. GC has lower fees than paypal, but they don't support re-occuring subscriptions which sucks for me..
Worst part is that PayPal says i will have to wait "up to" 180 days before i get my $5,100 in the account..

Better to appeal for Lesser waiting time from 180 Days to 90 Days or even 60 Days.

Since the credit-card companies can charge-back purchases for up to 180 days, i understand why they want to hold the balance..

It's no big deal - i know they wont steal the money held in the account... I don't "need" it.. I want it, but I dont "need" it.. I can live for 180 days without it...

Nice words there! I'm quite sure you don't need them :)

Its incredible how PayPal is "playing" with all the innocent people using their system. Its time for a new alternative , for a better one! (I suggest Moneybookers)

    nope..

I sell premium memberships to a closed area of the site.. In those closed areas there was a section where we allowed members to post dirty jokes, funny dirty pictures, etc.. Paypal decided that it violated their terms of use.

Not that big of a deal, and i'm doing better now with Google Checkout than I was with PayPal.. and.. just to be safe i did remove that section of the forums because Google's rules are even more strict..

Last I read sex toys were allowed.

I hope this hasn't changed since I just spent 2 weeks on a sex toys site ;-)

Good just checked policy is the same

    tinyurl.com/

I read tearabits blog and it appears that they concidered the site adult in nature and a SUBSCRIPTION service which is NON-TANGIBLE GOODS.

Sounds unintentional. Also kinda odd you can't tell dirty jokes but you can sell pornos ;-)

In all actuality it has to do with fraud statistics. sex toys actually have a lower rate of fraud then electronics but higher then all other "normal goods" digital goods are the highest with things like porno sites getting up to 15% chargeback rates.

Also concerning banks chargebacks are allowed by Visa and MasterCard for up to 2 years. Although most banks will not even process your chargeback if its more then 60 days to 6 months based on thier own policy.

I'm curious as to where you heard this. Visa and MasterCard policy is 180 days from the date the transaction was completed. The only exception to this is a strange retrieval request loophole that was created by some poor wording in Mastercard's merchant operating manual.

The only reason why I could think of is that the OP did not provide real information and most probably signed up from a non-approved paypal support or may have exchanged in some prohibited activities.

Looking at the OP's prior posts, it appears that he used a VCC to verify his account and have been engaged in buying eBay accounts and may have been involved in selling email lists of paypal users. See http://forums.digitalpoint.com/showthread.php?p=6060253#post6060253
