Tht's far too broad a question. Depends on what you're selling. Though in general setting a low starting price will get interest. Though, of course you don't want anyone to actually buy what your selling for a dollar if it's worth fifty.
And if it's a collectors item, or your selling it as such, starting low is exactly the wrong thing to do, you need to start high to pique interest in a highly desirable and rare item.

I want to start with art goods to sell. Do ebay sellers use blogs to advertise their goods ? Or article writing ? any other ways ?

As long as you're not selling something really obscure you should just be able to do that standard listing and within a couple of days have some bids generated. eBay offers a variety of specialized listings, like bigger image, bold list, colored listing, etc.. I always put an image with my listing, it's much more effective. As for the other stuff, i've never needed it.

    hi ziya
if you want to promote ebay item outside ebay , you can opt for bidvertiser.com by which you can advertise your item on different websites and get more exposure.

search " bidvertiser $20 promo code " in google to chunk out free $20.

i did and got some sale !

Find a forum that talks about the item that you're selling and post there.
For example a client of ours www.Cashflow420.com advertises his auctions on his website. When you click the "Auctions" button it takes you to his eBay page... He also posts on the siccness.net message boards advertising his auctions. I know that works for him!
