What is a good Page CTR for google adsense per 1000 page views. Is the CTR about the same each month or does it vary greatly? What do you think?

The normal CTR ranges between 2-5% and in some extreme cases may go up to 10%.
The CTR may vary depending on how frequently the ad location is altered in your site or how frequently your visitors click the ads over a period of time, but the overall CTR for a given site remains fairly constant in the long run.

I think 5% CTR is really good.

What about getting more than 15% CTR? My sites are getting 2.65% CTR. Some one told me that getting CTR more than 10% is bad.

You are kinda right, because there is a rumor that Google will flag a site with CTR more than 10%.

Depends on site, content and so on.
A forum? I'd say 1% CTR is good
An optimized website? Well 10% is good

    1.
if your site is in en
    then 10+%

    2. if your site is in central EU languages then more

    3.
if your site in latin american languages (es/pt) or fr
    then 6-10%

    4.
if your site for asian market - then MORE or much more than 10% can be achieved

anything less is result of DE-optimization or failure to FULLY optimize ALL factors = placement + formats + color scheme

I consider 2% a good CTR. Usually MFA sites with low quality content will get a much higher CTR though.

That's my opinion too. It's really good. I've been getting little over 3% for a couple of sites.

I was getting about 7-9%, Then after a couple of new pages, it was up to 15%, but I guess the new addition of pages was against their terms or something, and was banned.

1% or 2% is usual, more would be good.

entirely depends on your site (niche and visitor geo). ad positioning and blending in goes along with that too. some site will have as low as 1% CTR and some would have 10% or even 20% or more.
