Don't know what to tell you. It is part of the TOS now. Privacy policy needs to be shown/known. Having it only on the home page doesn't make sense. Download all your .html files onto your hard drive > Find/Replace program to add in the privacy html code > re-upload... shouldn't take a long time. you do not need to add it on every single page. all you need to do is just one page with PP and link to it form your footer or sidebar
Sources please. **Asking because from what I know a privacy policy link is to be shown on "any page using AdSense." This also goes into effect when they say that any page using AdSense must comply with AdSense TOS-> link to Privacy Policy. Deadline: Probably May-Mid May.

I would advise placing it sitewide (every page) put it in the footer or where you would put an About Us (often in the footer) page if you use pages like that. The footer is your best option.
