What Is a PR Rank? Do You Mean Where a URL is on a Keyword Search?

The thing I hate on most forums is terminology is used assuming everyone knows what you're talking about and alot of people don't and there's not exactly
a reference page on this site. When you use the term Google PR are you referring to the page and position a URL is for a keyword or phrase? If so, is it an exact keyword or phrase which is "keyword or phrase" or not an exact keyword or phrase- keyword or phrase without quotation marks. I know some of you will say that if its a single keyword, you'll get the same results if you put quotation marks or not, but you actually won't.

About the PR Rank and Google PR | it means the Google PageRank Value assigns to that specific URL or Site Path.
Well about the "Keyword or Phrase" then it depends on the guy who wrote the post as well as the subject was under discussion. after all you need to figure it out :)

Page rank is basically the value that google places on a site or page. The higher the page rank, the more valuable google considers the content.

No that is the Search Engine Results Page (SERP) wikipedia

Different search engines work in different ways, but they all have advance features, so a search term enclosed by speech marks will only return pages containing that exact phrase, without the speech marks the results will contain some words from the phrase, but the words may be in any order.
