Infraction Question (Not a complaint!)

I was taking a look through my infractions and found one that I got for "Bumping", I was just wondering if this is counted as bumping or if it was just some new mod getting used to it or something as I do this quite often

It went like this:

<--- I got an infraction for that, is that bumping, considering it was made like 30 seconds after his post?

It's a bump...there's no point in just saying "thanks". It's better to say something like "I really appreciate your input. I will take these things into consideration. Thank you very much".
