Getting money back from someone. Possible?

I had found another designer before, but they failed to create the site, and I had already sent them a $150 deposit on the project. They keep saying they'll send the money, but I have yet to see a return check/ payment through a paypal invoice that I sent a week ago. What can I do to get my money back? Are there any steps I can take to try and get it.

I would dispute it with paypal also. They did not do the work so they should not be paid

Well what happened is I sent them a check. They never paid through paypal. They asked for an invoice through paypal so I sent them one, and they never payed through the invoice or sent a return check.

would filing a report in a small claims court help any? I used webdesigers123. I sent them a report ticket about the issue, but they said they couldn't do anything.

Yeah, file a dispute through PayPal. You're the most likely to win, since it was an intangible good.

the good news is that paypal can dispute the item, the other party has to provide shipping proof or a contract in order to keep the money, if they dont have either your in the clear!!
