My colleagues and I recently contacted a couple of SEO consultants to see what they offer. One of them proposed to offer what we call 'Content SEO'(?). He proposed to ...

    1. Change meta tags
    2. Add keywords here and there (on page)
    3. Add keywords inside alt tags.

He told us that link building is useless. Just restructure the website itself, wait, wait and see. That's basically what he told us. What's your take on this?

Depends on which SE you want to optimize for.
Definitely, this kind of SEO is not for Google :D .

I don't name names, but there are those who are called 'Content SEO (Consultants)'. What's your take on them?

    You need both.

Look for info on "on site seo" or "on site optimization" and "off site".

If they are on the first few pages for the keyword phrase "search engine optimization" in search engines, it must be correct. :D
