I think in many cases they're easier to index than .com's. Many keywords are impossible or insanely expensive to buy or find in .com, but in .info you can often get them for a cheap price or even registration fee. Since keywords in domains makes a considerable difference to SEO, .info domains are great for development and search engine optimization.
Just think why is that registration fee for .info so low? and due to lower fee internet is flooded with .info's, too much of something is never good.

It's because they don't. They don't give any preference to or discriminate against any TLD since it's against their best interests to do so. PEOPLE on the other hand may find the .info TLD to be spammy right now, but if there's quality relevant information that's actualy useful to people, they'll use and link to it just like they would any other site.
