You can buy a directory script or pay for one.
You can use free templates or buy one.

Its no harder than creating a blog.

    Its not difficult,
First, take your domain and hosting, select the script and install.
After that there will be only some customization needed.
If you want any more information, you can contact me I'll support you.

I'll let everyone else chime in with scripts and costs.

An important thing you need to do is start with an editorial standard. This means you concentrate on the quality of the sites being submitted (and the information that is being submitted with them). Being strict about who you will add to your directory, means that the content of that directory will be of higher quality.

You should also avoid chasing PR because if you concentrate on that, then that is all you have to sell. Since it is a fickle metric you could find yourself with nothing pretty quickly. Instead concentrate on content, and make that your selling point.

You can read more at the following threads here, here, here and here

Just download a free version of PHP LD

take a hosting package that would not cost more than $5-$10 a year and registering a domain would cost around $10.

Package is easy to install as it comes with readme file and you can also search for some free templates available for PHP LD.

If you require any one to install it will not cost more than $5-$7 and if you go for paid version of php ld it will cost you $25 one time

So if you are thinking of free version then all in all investment would cost around: $25
and if you are going for paid version it will cost around $50 (in which $25 is one time)

    hope this description helps...

Well spotted pipes, it confirms my suspicion that half the time these posts are orchestrated just to elicit some kind of script promotion invariably phpld or phpLynx as they are the both actively recommended on this forum.

I won't bother replying to the OP a second time as he has already had a response. Perhaps he is suffering from terminal insomnia?

    Well spotted. Rep given.
