To the OP: It could be considered spamming. According to some people they have reported you, if you go infractions or warnings from those then yes you are spamming, if not then no your are not.

Yeah i'd consider it spamming if you welcomed everyone there. It's just pushing up your post count. I'm pretty sure they do give infractions for this.
