thats bad, is your transaction done in paypal, if it is, you may have a chance to get your money back, request a paypal chargeback, or create a dispute.

youre lucky though... 23 bucks is nothing compared to other ammounts people have lost... do your research before you pick a freelancer.

either chalk it up to a loss and be more careful next time...or do what people have already said and attempt a paypal dispute (though for virtual items it's 50/50)

    What you do:

    1. Login to Paypal
    2. Click on "Details" for the specific transaction
    3. Scroll to the very bottom where it says "Have a problem? Address a problem with this transaction in the Resolution Center." and click the link to the Resolution Center.
    4. Select "Item Dispute", then click "Continue". Follow the remaining instructions to start a dispute with Paypal. They will freeze the money in his account until the dispute is resolved (99% of the time you can get your money back).
    5. Give bad itrader rating here and be sure to put "Scammer" or something in the comment.
    6. Be thankful that it was a small amount of money.
