Now I see, is your online access to Unionbank activated already? If it does, there is a feature there that you can contact their service by writing them mail. I got my 4-digit online and enrolled it to paypal, 3 days and it;s activated. You will receive the 4-digit on your mail also if you request for it.
Enroll your card online, once you can already access your account online (see statements, top 10 transactions, et cetera), that's the time you can use your card for Paypal verification.

Or, you may want to try adding a different credit card. so i think the problems is the bank btw i still have that problemi tried to verified my paypal again today but the same problem as abovei called unionbank this afternoon and they said just call if its still dont work.but i always call them almost everyday but no progress im totally disappointed

Got my Unionbank EON card on a Monday. Desposited P150. Waited for the bank to activate it which was on Wednesday. Entered it on Paypal on Wednesday night. Was able to get the Expuse number on Friday. Using Paypal Friday night. It could be that your EON card is not yet active. However, it has been two weeks. It would be best to talk with a customer service rep. My friend had the same issue and he just kept on calling the hotline and eventually he was able to use it. Good luck.
i already enroll in paypal.and now im only waiting for the 4 digit it says that i need to wait for 2-3 days. do i have to call unionbank for my 4digit after 3days right?? anyone knows the hotline??
Yes. Hotline is 84-186 if you would be dialling from Manila. If you are not in Manila add the +632 at the beginning. You could call everyday, you know. You never when it's going to be there. Or you could also check it on your online mini-statement. My other friend got her expuse number from her mini-statement online almost minutes after enrolling the card in Paypal. Again, good luck.
Is the hotline toll-free? I'm afraid to call the hotline from here (Cebu) because of the charges. That's why I just went to my branch. Obviously, you only read the title and/or the first post.
Well, I believe like most Debit or Credit Card, the hotline number is printed on the back of the card. Check to see if you find anything there.

If you are having problem withrawing your paypal funds via debit card Pm me I can teach you another way.
You need to deposit mga 200 pesos on your account and wait for a couple of days or even weeks. I have to wait a total of 1 month before I was able to use the EON card which is by then worthless to me now because paypal already allowed withdrawal through local banks. Never even got the chance to use it and a waste of 350 pesos for the annual fee.
