Are One-way links the best SEO strategy?

    Assuming one way links is the best way to go, where can I get a supply at a reasonable cost?

    Reciprocal link sites don't have the business backlinks I need and they'll trade with anyone.

    I'm tired of emailing "webmasters" at sites I'd like to link to and being ignored. What other strategies work? Post to forums?
