U can't register them yet. All you can do is express your interest, and then hope no one else wants it OR a bid off then takes place. And, you have to meet certain criteria first, similar to .com.au registrations.. There's been over 250,000 submissions already some sites have reported..
You actually register them, and after today if no one else tried to register it then it is yours. That is why you should go for the good names now and hope that no one does the same. If they go to auction you can also hope that the other person/persons who tried to register it misses the auction or did not plan to bid more so you can get it cheap. I have heard about 300.000+ and that was some time ago...

EuroDNS provide this service for free if register through them. I do not know how much that is in USD $ but godaddy sell them also.

try eurondns - only about $6 or something. I have preregistered about 3000 domains. there have been 300,000 registered names just in the first 24 hours.
