    Depends on where you live...
    Some countries are not allowed to provide the adsense referral.

    oh yes.. Indians are allowed to refer people to Adsense.
    This should be under Google Products.

    I think indians are allowed to use adsense referral program.

    You can contact adsense support if your problem isnt solved.
