Anyone know how to only target gmail with a content network campaign? I would hate having to exclude every site placements to only get gmail placement.

This comes straight from the horses mouth... "Placement-targeted ads aren't eligible to appear on the Google search network, Google, or related Google properties like Gmail."

placement targeting and content are 2 different things. Content targeting is allowed in Gmail, but you will get mapped to gmail if the topic of the email is in line with your keywords and text ads.

so basically there is no way to set a campaign to only gmail content? just bid on keywords hoping their email or whatever is displayed in gmail triggers your adgroup, with content on?
