If you do they will quickly spot your deception and ban you again.
Keep your new ads well away from any site associated with your previously banned account.

You are wasting your time, when you earn near the $100 mark, google will do their due diligence check as usual and you will be banned. Once banned you are banned for life. Just forget it and get a new advertiser.

If you own a Product Related Site try Chitika for very high PPC earnings.

Use eMiniMalls and RPU and Linx for huge PPC amounts!

if the other new domain name whois information is not related to you as well as the adsense information is different from the banned account, you will have no problem.however, whois protection is useless...
    so... :)

I guess you never learn do you. Why don't you leave adsense for the honest publishers?

You could always try another company
I hear Yahoo and Bidvertiser are good, but as everyone else said you run the risk of being banned on your account again, I wouldn't but ads on the banned domain otherwise it's a waste of time

is it only one domain you have?

Most people think google Adsense is only the PPC
publisher which can allow us to generate extra money.
But it's not true. Google adsense is the most popular.

You can try another publishers and achieve
    easily your financial goal.

The key is to provide valuable content
to your visitors and to have target visitors.
so they can come back again
    to visit your websites.

Unless you are using different name, different person(totally) then you won't get banned. Maybe you should move on to other ppc which is quite similar. Try read through the TOS, i am sure you will find those statement mentioning about your case.
