I just wanted to know if it alright to do link exchanges with any site regardless of their content & previously banned sites from adsense.

Adsense banning is totally a different matter from link exchanges, it should not be taken into consideration at all. I don't think Google will ban or punish those that do link exchange with Adsense banned sites. Not logical to do that.

Any particular reason why it is not a very good idea?

Well.. Link exchanges are not encouraged by google.

    Quality guidelines - basic principles

    * Make pages for users, not for search engines. Don't deceive your users or present different content to search engines than you display to users, which is commonly referred to as "cloaking."
    * Avoid tricks intended to improve search engine rankings. A good rule of thumb is whether you'd feel comfortable explaining what you've done to a website that competes with you. Another useful test is to ask, "Does this help my users? Would I do this if search engines didn't exist?"
    * Don't participate in link schemes designed to increase your site's ranking or PageRank. In particular, avoid links to web spammers or "bad neighborhoods" on the web, as your own ranking may be affected adversely by those links.
    * Don't use unauthorized computer programs to submit pages, check rankings, etc. Such programs consume computing resources and violate our Terms of Service. Google does not recommend the use of products such as WebPosition Goldâ„¢ that send automatic or programmatic queries to Google.

Adwords ads are javascript ads. They are not considered as a back link (or exchanged link). However, google must not be emphasizing on such links from adsense banned sites. However, any suggestions are welcome!

being banned from adsense has nothing to do with link exchange. if the site itself is a related site in your niche, then i don;t see any issue in link exchange. however, it is always better to get one way link

hey adsense banning has nothing to do with a websites search engine placement and linkbuilding - of course while doing linkbuilding watch out for bad neghbourhood links

Depends on why the sites were banned. For example, if sites were banned because they have cracks or such things on their site, then dont do any link exchanges with such sites
