is there is any webmaster tool to find meta tag, alt tag, etc.,?

why we are doing onsite and offsite optimisation? does it is necessary?

 

Of course it is necessary and if you are doing proper work on onpage and ofpage then you will become the SEO

 

I personally dont use "Keywords" ...its my own "ethics" one might say... I believe its up to the search engine to make the best out of my article/content and make their keywords for my site themselves. I believe in Google Inc. and I think there will be a time in the future when they will reveal that keywords should be penalized lol... But hey thats just me and my opinions!

And yes both optimization is necessary but remember what google said... Forget about everything else and build a good site! (thats my motto!)

PHP? I wouldn't say that has any impact on SEO at all. It's not a requirement, it's a choice made by the user to have their site built in.
