    I think adsense ad's are the best out there for getting paid for impressions, as they are targeted specifically to what your site is about. plus you make even more if they are clicked on.

    They dont pay much, but yes they do.

    Besides PPI you can also Try PAy per Visit Program. It means you can earn double PPI + PPV . One website which i remember for PPV is shineads.net . go with that it had very nice payouts.

    I think if you want pay per impression programs to be at all relevant you must be desperate.

    You should be open to having the user need to sign up to be on a mailing list (or some sort of action, otherwise known as CPA) and that way the rates wouldn't be like manual labor.
