I am looking for cPanel and WHM hosting that can do a restore from either a home directory backup or full backup.

WHM - WHM transfer is not possible.

I need this quickly and MUST have GOOD support.

Because the current account is with Hostgator on a shared server. They don't allow WHM-WHM transfers outgoing.

 

So you need the ability to restore cPMove files?

I have a home directory backup and a full backup ready to be restored to the new hosting account.

Ah, OK well for that you need ROOT access and that means if you wanted that, you would need a dedicated/VPS

Most hosts although will restore backups on request (mine for example does )
