This is a pain to implement if you have multiple websites. Thankfully, php file usage make some of this less arduous. Still I have a lot of additions and changes to make over multiple domains. This reminds me of how the government regulates businesses. There always seems to be some new set of paperwork to file or redo. I much rather be working on new content...

Do you have to have a privacy policy if you do not use cookies or collect any data? My web host does collect the hit data in cpanel, would that count as data. I usually look at collecting email address and other personal info as collecting data.

It's reasonable to make a dedicated page for privacy policy and link to it from all site pages with AdSense installed.
I think a lot of crap publishers will be banned for not implementing a PP on their sites. I don't think many publishers will even know about this stuff, most of them haven't read the tos.
just an FYI, I didn't know about the PP requirement until a few months back and when I added it to my site I noticed an increase in earning from ads - maybe a coincidence, but I doubt it...
I doubt your doubting...since a PP is required, if they knew that it was missing before you may not have your account now!
I just logged into adsense and found out about this myself and the deadline is April 8th 2009, You can choose to participate or not google says by going into your settings and allowing interest based advertising or not ,but if you don't allow it you will still have to update your privacy policy to show information about googles cookie program.Here's what they said and I quote. "As a result of this announcement, your privacy policy will now need to reflect the use of interest-based advertising. Please review the information at h**ps://www.google.com/adsense/support/bin/answer.py?answer=100557 to ensure that your site's privacy policies are up-to-date, and make any necessary changes by April 8, 2009. Because publisher sites and laws vary across countries, we're unfortunately unable to suggest specific privacy policy language."
