    Please explain how to determine whether a forum or blog is tagged as "dofollow".

    Simple, view the source code of the web page and using the "find" function to find one of the outbound hyperlink tag and see if rel="nofollow" attribute is being used, if it's using it then it's a nofollow blog\forum\webpage.
