How is this site created?

    I want to use something like this on my website but have no idea how to set something like this up. :(

    Are they using a CMS?

    They are using a CMS called wordpress, with what looks like a custom template.

    It's a custom script with CMS. In order to have a site like that you can learn PHP/MYSQL or hire someone to do it for you. If you just want the blog and news part WordPress is great.

    It may be a custom CMS as at the bottom there is a link to a web development company.
