Is it good placement of adsense?

I came across this interesting way to placing ads. Is it okie? The owner says he get CTR something like 14%. interesting eh.:

Maybe you should read the TOS again.

 

You are allowed to show images Not related to the ads.

And In my browser it show the images on top of the ads in a line then the ads.
That is totally allowed by adsense.

 

Well maybe your browser is messed up.
I tried it in Opera and Internet Explorer, and they're both fine.
No it's not "totally" allowed by AdSense.
It's a clear violation of the TOS.
Go ahead and do it if you want to be banned.

 

It looks okay to me. There is nothing breaking the tos. The images are nothing to do with the ads. And they are not put in a way against the TOS.
