Need help installing a php script running on mysql db

I need to install this commercially sold script that has no documentation and no support over the weekend.

Here are the instructions; I have followed them but am always unable to access the index.php page:

1. Create a new mysql database with full permissions.
2. Dump the database.sql file into the database. (I have done this far already.)
3. Edit config.php in the main directory with your license key, and database information.
4. Upload all files and folders into your www or public_html directory.
5. If the ioncube version does not work for your server find the one for your server on ioncube.com

Do you get an error message?
And try to transfer the files to the server in binary mode. That could fix it.

I actually had been having an error message yesterday that was resolved by re-uploading it in binary mode. But this is a different error message.
