yes.that is true. adding these keywords in a off-topic site will make the CTR less. anyways.. sometimes low paying keyword , 10 clicks (equal to) = high paying keyword , 1 click
But still it will be a good idea to have a seperate page for the high paying keywords .if the users want then they can search for that info too.

Finding niches with decent CPC's is the first order of business if you want to make money with adsense. Or build a site that gets a ton of traffic. Your choice.
