Depends what kind of site you want to build. Usually people start with wordpress. It's easy to use. It has tons of guides and it has minimal problems and hassles.It's highly customizable and relatively cheap to maintain...(free themes ) Then when you have more experience after making maybe a couple more sites, you can make your own site from scratch =)

Notepad++ is pretty good too for hand coding. Has syntax highlighting and line numbers. Grab yourself a good book like "Learn to Build your website the right way using HTML and CSS" by Ian Lloyd. (I think that's the right title, I kine of typed it from memory). Once you've got the basics down, start venturing into PHP/MySQL for more dynamic and powerful stuff (or ASP, Perl, etc depending on your preferences) Depending on why you want to build a site, what kind of site it is, and whether or not it will be a one-time thing or you actually want to start building websites regularly, any and all of the suggestions are above are worth exploring. I like the control of being able to build my own websites from scratch and make them into what I want them to be, and I'm learning more and more how to do this (using the book I mentioned and other tools), but there are times I have paid others to build sites for me, and used CMSs and WP other times, depending on my needs. So it all really depends on your short-term needs and long-term vision.
