Not in the eyes of Google. It is a clear policy to protect the advertisers. There are no second chances with Google. He can take the chance but like I said originally, there is a 99% chance he will not get the payment when he reaches $100.

speaking from experience, I think 99% isn't the correct percentage
    30%, imo

Nope. I don't agree with this. I also got ban before and re register it with same name and address. Still get paid monthly and my daily income more that $100. :) As long you not breaking the rules or the TOS. :)

I was banner and never accepted again, but i think you can earn the cash, they won't ban you anymore (i mean if you won't give them reason to do so:) )

Congratulations and good luck with the AdSense account, I hope you don't get banned this time. I wouldn't worry, Google WON'T ban you if you earn your money legitimatly. Your talking to someone now who has been in the exact same situation ;).

I'd say it comes down to if you're still doing what you got banned for the first time.

You might wana shoot an email and ask them how come you got accepted and what'll happen when you pass $100. Be totally honest, tell them that you made mistakes long ago and now that you have learned your lesson and will never repeat those mistakes and will go by the book. If you are destined to be banned and I so dearly hope that this won't be the case then you'll know it in a couple of days and you will be able to save time and efforts and use them with other advertisers but if not then hurryyy, code away my friend :)

I would say don't ask them. Just go ahead and try working slowly. Earn $100 every month until you get paid, that is how you will know if your flags at google turned green or not :) Good luck!
