If the first account has a negative, and I open another paypal account and add a bank to it, can paypal take money from the bank I added on my second account and use it to cover the funds of the negative account?
You can bet that Paypal has all the mechanism in place and plenty more from experiences dealing with the likes of you, you can do it at your own risk, but I think Paypal with such a large member base should have dealt with cases like yours tons of times.
i have done it many time .. proceed .. paypal has noob system very easy to cheat if u follow some precautions to not to get limited i have 16 bank a/cs now
it would be better if you don't fool around with paypal and just have one account as paypal is one payment processor you don't want to mess with
we can have many a/cs each individual in ur family can have 2 a/cs each so proceed making a/cs on their names

Quite rightly so, there is a negative $40 why don't pay it and be off with you, why do you want to open another account just to avoid that? You are giving yourself a big problem once Paypal finds out.
they dont check address .. coz any guy can add ur address and about 50% of peeps give vague adresses just use different browsers and dynamic IP .. tranfer hack $ in to new unverified PPs then from unverified to urs or buy domains here with hack $ and sell domain at sitepoint .. u make lot profit
Paypal belongs to Ebay which is a $30 000 000 000 company, it is certainly not any noob company, whether you act smart or act noob or act professional, you will be caught if you do things wrong.
Can they detect if your using a credit card with the same name and details? All of this will be on a different ip etc.
Everything you do on PayPal is logged and they keep logs of EVERYTHING. It's best not to do commit fraud. If you owe PayPal money, it would be a good idea to pay it or else, there could be negative repercussions in the long run.
Its best to stay clean. However, there are numerous people scamming these days. And well, they earn more than 500$ a month. So its quite tempting as well
