You are better off starting the project yourself, once people see you have the motivation to create something instead of mooching off other people's bank accounts, you should get some progress :p

People would invest $1000 in a web-site if the web-site already earns stable $300 a month, sort off silly. You may easier find an individual to invest in a new web-site or idea for a potential web-site among the group of 20 of your friends than among thousands of people you meet online.

Since you're in Cali and the world leading Venture Investors in the field of internet and online businesses are based around Silicon Valley, you can try with finding Venture Capital, you have to have a break through software or code or similar for Venture Investors to invest hundreds of thousands of dollars in your project.

Take a look at this picture http://www.gepus.com/images/siliconvalley.jpg , a forehand you have in compare to other web-site owners from around the world.

Yeh, get some progress... and then start asking around & searching for partners. If you have something to show that you've done good stuff earlier - it's much easier to find partners or sponsors.

This reminds me... get yourself a book called The Art of Start by Guy Kawasaki. It explains how to launch your business & how to craft your biz plan and how to prepare for investors.
