Ya for email ads you should go to the smaller networks. You have to adhere to the Can Spam 2003 act in order to send emails for advertisers.
Try out the Dietzel Lagoon Affiliate program. They promote their network of anything free and get paid to marketing sites. The best sites in the business which fuels some great conversions. They pay by Paypal monthly and have some solid tools for email campaigns. Good luck!
Or he is talking about the email leads where you just full out your email address to get the lead. There are a few cpa networks, but unfortunately I forget which ones have these sort of offers. I know a few networks will allow you to send cpa offers through email, but make sure you have a double opt in list and don't use spamming methods.
