Many countries have problems with stray dogs running wild, I've no idea if thats the case here but maybe he's doing everyone a favour by getting rid of some of them.

I've no idea why everyone is getting so bothered about it, at the end of the day its only a dog. If you want to campaign about something why not concentrate on abuse of children or something?
