How do VCC's work, cos i need to confirm my paypal account but i have registered my actual CC on my new account, becuase i got a new bank card they give you a new number anyways, i need to verify my account with paypal, can someone help?
Use your own credit card to verify at least you still have your dignity after that because you did the right thing. VCC are simply wrong as they normally not a tool to get you verified because most that used to be offered here are done illegally.
I don't remember Paypal changing the rules to allow 17 years old to open a Paypal account. I thought you still need to be 18 and above to open it. Lying about that would be a breach of your contractual agreement with paypal and can get your account limited anyways.

That is no longer true. Epassporte stops supporting Paypal and besides if you need a credit card to verify an epassporte account if you want to use it.
