I'll give you that one, but its not the worst though I do agree that it has plenty of room for improvements regarding the design & layout. The site is setup for webmasters to signup for free and create a network bar to add to their website, by doing this a custom network bar will show up at the top of their website everytime someone visits the site. The page looks great, assuming someone has gone there because they know what it is. If I was in need of one, I'd use it!
i think you need to quickly be able to see a network bar in action, a site with it on there, or a screen print of what it will do for you, i cannot quite tell what it does
