I think that you have to reconsider your budget, even more if you are looking for dedicated server. It is not enough I think.
You are really gonna have to up your budget. No one sells dedicated servers for $30/month.. That would not even cover the power for the server. You might look at shared hosting or VPS instead. Otherwise, the lowest cost server I can suggest starts at $69/mo. here.
