What do you think of my resolution email to PP? Good or bad?

The following email has been sent already and is censored but not altered to protect the innocent (or not so innocent)::p

Hello. My name is xxx, owner of xxxx. My account was limited on xxx and I wish to address this.

    1) As per your request, I have resolved all my disputes by offering full refunds.
    2) I do not have a credit card. May I propose locking a balance of $500USD in the event of future chargebacks?
    3) What other biographical information do you require?

I would like to introduce my company for your records. I am in the business of xxxx for a fee. The buyer view samples on my website xxxx and then can make a purchase. I then deliver the xxxx by email within 48 hours (usually within 2 or 3 hours).

There have been some complaints pertaining to "non receipt" or "not as described" of my product. The finished product I send the buyer is identical to the samples on my website so that squashes the validity of a buyer complaining of "not as described." My only proof of delivery is a screenshot showing the date and time that an email with the buyer's email address was sent with their xxxx attached.

My concern is that there will be more complaints in the future. Thus far, I have issued refunds to any buyer opening a claim on PayPal although I do not feel this is justified because the work has been completed and I offer each client the opportunity to revise the xxxx with me as many times as they want at no additional cost. In my opinion, all buyers who have received a full refund from me can now benefit from the xxxx while others have had to pay for an identical service. This does not seem fair both to the buyers who have paid me in full and to myself who has put in many hours and skill to complete the xxxxx. I feel I am being taken advantage of.

I ask you how we may prevent these from re-occurring? I am very interested in keeping both the buyers and PayPal satisfied so that we can all have a lengthy and satisfying relationship.

    Thank you,

    xxxxxx

paypal ignore emails when you ask them about dispute, reversal, chargeback, limited account etc. but most of the time they reply if your question is not related to any of the above topic...

Paypal hired a lot of such customer relationships officers who use templates to reply to email, do you think they will bother to read through all these? Most likely you will receive a template reply

The same with Microsoft. If you write to Microsoft Customer Service, the reply is very impersonal since it's a template. Sometimes they addressed you with a wrong name.

To my knowledge, none of you work at PP so you're all armchair experts? They have replied with the form letter but the information they required must be sent by email or how else? I'm already moving to 2 Checkout because I have more faith in them and they provide live customer service for me. Nice!

What I dislike most about PP is that I feel if I don't refund, I will get limited. So now there's about 6 people running around USA with my product that they got for free because I refunded them out of fear of sanctions by PP. Meanwhile, my account is limited anyway!! D'oh!

well at moneybookers, xoom, ikobo and many other payment processing service dont ignore email. they reply every eamil they get... most of these system take emails seriously because its about your money... but paypal take it as joke when it comes about your money.... there are peoples who cant call to PayPal. so for them email is the only way to contact them and yet paypal ignore them as well... nothing is impossible for a company like paypal. they can even hire few more staff just to reply emails for peoples who live outside USA and cant call paypal due to high call charge...
