    Yes it is.
    Two different things are to be considered in this question:
    If you start up a blog on a new 'fresh' domain, you will not rank high in Google for any good keyphrases the first 5 - 6 months. Google does this to prevent spamming.

    A 4 years old domain might rank slightly higher than a 2 years old, but in this case other things are more relevant (such as backlinks).
