So I have an idea for a search engine and don't code. . .what site or person may be able to help me create a search engine?

I can't do it myself. i want to tell someone my idea and have them build it. Does a site like this exist?

 

if you go to elance you can hire someone in India to do it for pretty cheap. Then again you get what you pay for.

 

BTW, I believe that Digg.com started as an elance project...
